Otti Vows Caution in Borrowing, Highlights Reform Goals in Abia
Abia State Governor, Dr. Alex Otti, has reaffirmed his administration’s commitment to fiscal discipline, declaring that his government will only resort to borrowing when absolutely necessary and for projects with clear long-term value.
Governor Otti made the declaration in Umuahia during a public lecture held to mark his second anniversary in office. Addressing a gathering of policymakers, economic experts, civil society representatives, and citizens, the governor emphasized that responsible governance and sound economic planning remain the cornerstones of his leadership.
“We will not borrow recklessly. Any borrowing done under this administration must be targeted, purposeful, and for projects that will generate economic value and not burden the state unnecessarily,” he said.

Otti highlighted the prompt payment of workers and pensioners as a core strategy for economic stability and growth. “It makes more economic sense to pay salaries and pensions on time than to hoard funds. When people are paid promptly, they spend and invest locally, and that keeps the economy active,” he added.
The governor’s remarks came in response to a keynote lecture delivered by former Finance Minister, Dr. Kalu Idika Kalu, titled “Two Years of Transformation: Sustaining the Momentum.” In his address, Dr. Kalu praised the Otti administration for its performance over the past two years but urged the governor to remain focused on sustainable development.
Dr. Kalu advised that any borrowing undertaken by the state should be strictly for capital-intensive, value-driven projects that can spur long-term economic growth. He also called for greater use of strategic communication to engage the public and build support for government policies.
“People must understand why you are doing what you are doing. When communication is clear and consistent, it builds trust and reduces resistance. The media must become a partner in progress,” he noted.
The former minister further emphasized the need for governance rooted in transparency, accountability, and the rule of law. According to him, these principles are essential for fighting impunity and laying the foundation for lasting transformation.
Governor Otti, in his closing remarks, assured attendees that the remaining two years of his term would be dedicated to deepening reforms and strengthening institutions.
“We are determined to institutionalize the gains we have recorded so far. Abia must become a hub of innovation and good governance,” he stated. “The goal is to leave behind a system that works, one that any succeeding administration can build upon.”
The event concluded with a panel discussion involving development experts and civil society leaders who discussed strategies for ensuring that ongoing reforms are sustained beyond Otti’s administration.
Attendees at the event commended the governor’s transparency and focus on financial prudence, describing it as a refreshing shift from the borrowing culture of the past.
As the administration enters its third year, expectations remain high that Otti’s focus on responsible leadership and fiscal discipline will drive Abia State toward sustainable development and economic resilience.
