The Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ekwe Ibas (retired), has taken a major step toward reshaping the state’s civil service with the appointment of 11 new permanent secretaries. This move is part of ongoing efforts to revitalize governance and strengthen administrative structures within the state.

The announcement was made public through a Special Government Bulletin issued from Port Harcourt on Tuesday, June 3, and was signed by the Acting Head of Service, Dr. Mrs. Inyingi Brown. The statement, which was circulated to journalists and media outlets, confirmed that the new appointees would be officially sworn into their respective roles at a future date, which will be communicated in due course.

According to the release, the individuals selected for the top-level civil service positions include: Imaonyani Roselin Ephraim-George, Dr. Mina T. Ikuru, Dabite Sokari George, Soibitein Duke Harry, Lauretta Davies Dimkpa, Uche R. Ideozu, Chimenum Mpi, Jeremiah Egwu, Nicholas Iminabo Wokoma, Vera Sam Dike, and Aleruchi Akani.

These appointments reflect a significant development in the administrative landscape of Rivers State, signaling the sole administrator’s intention to inject new energy and competence into the public service sector. The selected individuals are expected to play key roles in the implementation of government policies, coordination of departmental operations, and the promotion of efficiency across various ministries and parastatals.

Vice Admiral Ibas, who assumed his current leadership role amidst ongoing political transitions in the state, has maintained that competent governance hinges on a reliable and professional civil service. Observers say these new appointments could help stabilize operations across government institutions while paving the way for more responsive and effective service delivery to the people of Rivers State.

While no specific date has been announced for the swearing-in ceremony, expectations are high that the newly appointed permanent secretaries will assume duties promptly, contributing to the renewed focus on good governance and administrative integrity.

Citizens and stakeholders within the state are watching closely as the current administration takes steps toward strengthening its bureaucratic framework. The elevation of these individuals to permanent secretary roles is being viewed not just as a routine administrative exercise but as a strategic decision aimed at setting the tone for accountability and performance across all sectors of public administration.
