Lagos Government Postpones Commencement of $3bn Marina-Lekki Rail Line Construction to December

The Lagos State Government has postponed the start of its $3 billion Green Line rail project to December 2025.

Commissioner for Transportation, Oluwaseun Osiyemi, said the delay will allow more planning and design reviews before construction begins.

The update was confirmed by the state’s Commissioner for Transportation, Oluwaseun Osiyemi, in a statement shared on the government’s official X handle on Monday, October 13. The project had earlier been scheduled to begin before the end of 2024, according to Osiyemi’s statement in April.

Designed to further strengthen Lagos’ integrated transportation network, the 70-kilometre Green Line will connect Marina to the Lekki Free Trade Zone, linking key economic and residential areas including Victoria Island, Ajah, Sangotedo, and the Lekki corridor.

The rail line is expected to feature 17 stations, combining both elevated and ground-level tracks, and will be implemented in phases over two to three years.

Osiyemi explained that the shift in timeline was necessary to allow for additional planning, engineering design reviews, and the completion of preliminary works essential for a smooth takeoff. He added that the state government remains committed to delivering a world-class rail system that aligns with global standards and supports the state’s long-term mobility goals.

According to the commissioner, the first phase of the project will cover the stretch between Lekki First Tollgate and Epe, while the second phase, beginning at Marina, will include an on-water segment a unique feature expected to enhance connectivity across the state’s waterways.
