New $11.5 Fee for International Flights Worries Nigerian Travelers

Nigeria will add an $11.5 charge to international tickets from December 1, 2025 for aviation.

Travelers worry rising fees make flights costly as officials say the system improves airport security.

International passengers in and out of Nigeria will soon pay more for air travel. From December 1, 2025, a new $11.5 charge will be added to every ticket as part of the country’s new Advance Passenger Information System, APIS.

With this levy, Nigeria’s total aviation security charge rises to $31.50 per passenger. The Nigeria Civil Aviation Authority says the new system will help monitor air travelers, improve border checks, and boost safety at airports. Officials expect it could bring in around $46 million every year.

The charge will be applied to all international airlines, but infants, diplomats, flight crew on duty, and passengers diverted because of weather or technical issues will not pay.

Many travelers fear this change will make flying even more expensive. Nigerians already pay several fees including a $20 security levy, the Passenger Service Charge, and the five per cent Ticket Sales Charge.

Aviation analyst Chris Amokwu warned that the new fee could discourage people from travelling. Retired Group Captain John Ojikutu described the development as “multiple taxation” if the earlier $20 levy remains in place.

The International Air Transport Association has also raised concerns. It says Nigeria’s international travel charges are among the highest in Africa, even though airport facilities have not improved enough to match the rising costs.
