FSTC Doma Faces Probe Over ₦43.9 Million Payment to One Contractor

The Federal Science and Technical College (FSTC), Doma, Nasarawa State, is facing questions over alleged financial irregularities after records revealed payments totaling ₦43.9 million were made to a single company within three months in 2024. The transactions appear to breach provisions of Nigeria’s Public Procurement Act (PPA) 2007, which governs how public institutions manage contracts and spending.

Documents show that the beneficiary, Cosco Engineering and Concepts Co. Ltd, received six separate payments on March 15, April 15, and May 17, 2024. The disbursements alternated between ₦7,520,000 and ₦7,123,713, bringing the total to ₦43,907,139. Each entry was marked with no specific description or justification, a clear deviation from procurement rules that require transparent documentation and explanation for all public expenditures.
The repeated timing and identical payment amounts have raised concerns of possible contract splitting a violation under Section 58(4)(d) of the Public Procurement Act. The law mandates that ministries, departments, and agencies must adhere to due process, ensure competitive bidding, and maintain accurate records to prevent misuse of funds.
Repeated attempts to contact FSTC Doma for comments were unsuccessful. Phone calls to the school’s listed number did not go through, and text messages sent to the same contact remained unanswered.
Analysts and transparency advocates have called for the Bureau of Public Procurement (BPP) and anti-corruption agencies to investigate the transactions thoroughly. They insist that a full audit is necessary to determine whether due process was followed or if the payments constitute another case of mismanagement of public funds within the education system.
