The exercise will run in two phases. The first stage, an online pre-registration window, will be open from August 18 to August 30, 2025, allowing eligible Nigerians to begin the process remotely before completing final steps at physical centers. The second phase begins on August 25, 2025, when INEC offices nationwide will start in-person biometric capturing, verification, and issuance of voter details.

According to INEC, the CVR is open to Nigerians who have turned 18 since the last registration exercise, citizens who have never registered before, and those seeking to replace lost or damaged Permanent Voter Cards (PVCs). It also allows voters to update their information, including transfers to new polling units due to relocation.

INEC Chairman Prof. Mahmood Yakubu has stressed that the initiative reflects the Commission’s commitment to inclusivity and transparency. He assured citizens that improved technology and upgraded data systems will make registration faster and more secure, minimizing cases of duplicate entries or technical glitches seen in previous drives.

Political leaders, civil society organizations, and public figures have also taken to traditional and social media to encourage Nigerians to take advantage of the registration window. They emphasize that the PVC remains the primary instrument of electoral participation, and securing it is the first step toward ensuring that every eligible citizen can shape the outcome of future elections.

INEC has urged stakeholders, including political parties, religious leaders, and civil society groups, to mobilize communities for mass participation. The Commission also cautioned against voter apathy, reminding Nigerians that democratic accountability begins with active registration.
