Lagos to Launch Automated Platform for Telecom Infrastructure Approvals in 2026
The Lagos State Government will launch a digital platform for telecom infrastructure permits in February 2026.
Officials say the system will simplify approvals and boost transparency in the telecom sector.
The Lagos State Government has revealed plans to introduce a fully automated system for processing telecommunication infrastructure permits through the Telecommunication Infrastructure Regulatory System (TIRS), which will take effect in February 2026.

According to a statement from the General Manager of the Lagos State Infrastructure Maintenance Regulatory Agency (LASIMRA), Prince Oyekanmi Elegushi, the digital platform will streamline the approval of telecom-related projects and ensure compliance with state regulations and safety standards.
Elegushi said the new system will make it easier for companies to apply for permits covering masts, towers, and right-of-way for fiber optic cables. He added that the platform will reduce human involvement by 99 percent, making the process more transparent and efficient.
He explained that LASIMRA has already completed training for its staff to ensure a smooth transition once TIRS becomes operational. The training included both theoretical and hands-on sessions designed to familiarize employees with the platform’s functions and benefits.
Elegushi emphasized that the project reflects the state government’s commitment to digital governance and its effort to create a business-friendly environment for telecom investors.
In previous years, LASIMRA had removed over 95 illegal or unsafe telecom masts and towers across Lagos as part of its “Zero Tolerance on Non-Compliant Mast and Towers” initiative. The agency identified 20 more for removal after investigations linked unsafe installations to incidents such as the building collapse on Massey Street, Lagos Island.
Earlier in 2025, LASIMRA, in partnership with the Association of Licensed Telecommunications Operators of Nigeria (ALTON) and the Nigerian Communications Commission (NCC), launched the Lagos City Mast and Tower Enumeration Project. The exercise, which began in February, aimed to build a database of telecom structures across the state to improve safety, regulation, and proper identification of ownership.
